International Committee of the Red Cross Assists Hamas in Recovery for Bodies of Israeli Hostages in Gaza Strip

The International Committee of the Red Cross (ICRC) confirmed that its representatives accompanied Hamas officials into areas of Gaza currently controlled by IDF authority to support the search for the remains of individuals held captive.

Truce Terms and Hostage Remains Handover

As part of the US-brokered ceasefire, which took effect on October 10, the group is required to hand over the remains of all Israeli hostages as soon as possible. In exchange, Israel has agreed to hand over the remains of 15 Palestinians for every Israeli body returned.

The organization has so far returned the remains of fifteen of those held captive but none in the past five days, as a portion of those remains are believed to be in locations past the yellow line designating Gaza’s ceasefire.

“At the request of the parties, the Red Cross accompanied a participant in the hostilities as the group looked for the remains of the deceased past the IDF-designated ‘yellow line’,” said a representative for the committee.

The spokesperson continued: “The parties to the hostilities determined the modalities of the mission and entrusted the ICRC to act as a neutral intermediary. We was had no part in the discussions.”

The official additionally explained: “The ICRC was did not participate in the physical hunt for the deceased nor does it engage in the retrieval of human remains.”

When the two-day window neared, the group, joined by the Red Cross, teamed up with teams from Egypt, who were granted permission by Israeli authorities to look for bodies beyond the boundary indicating the Israeli military’s pullback inside Gaza. An Israeli spokesperson said the delegation would use excavator machines and trucks in the search.

This development was corroborated by an unnamed Israeli official, who told Hebrew-language media that members of the group had been allowed to enter sections of the region under Israel Defense Forces (IDF) control to look for the bodies of hostages, alongside Egypt’s and ICRC teams.

Footage published by a regional network appeared to show individuals of a Hamas unit – part of the organization’s armed faction responsible for guarding captives – accompanying a humanitarian transport in a specific location close to Rafah, which lies outside IDF jurisdiction.

Challenges in Finding Captive Bodies

The search for the remains of Israeli hostages has turned into one of the most sensitive matters in the ceasefire reached between the two sides. Yet, the effort to find the bodies has been difficult from the outset, given the presence of an approximate enormous amount of debris across the territory, where, as per health officials, at least 10,000 residents are recorded as missing, buried under the rubble.
